This echoes the 2020 data localisation initiatives in Nigeria, which also sought to protect government data. The mechanism then was different, but the result was the same: a focus on data sovereignty.
The winners: the Nigerian government, which will have greater control over its data; and Nigerian citizens, whose data will be better protected. The losers: foreign cloud providers, who may lose market share; and the Nigerian government, which must ensure the infrastructure is developed effectively.
Bottom Line: Nigeria is building a sovereign cloud. Data sovereignty is the goal. The question is whether the initiative will be implemented effectively or remain on paper.
